Implementation Plan for the Overall Development Plan of China Singapore Guangzhou Knowledge City (2020-2035)


In order to implement the spirit of the State Council's reply on the overall development plan of the China Singapore Guangzhou Knowledge City (2020-2035) (Guohan [2020] No. 119), ensure the implementation of various goals and tasks in the overall development plan of the China Singapore Guangzhou Knowledge City (2020-2035), and promote the construction of the China Singapore Guangzhou Knowledge City (hereinafter referred to as the Knowledge City) into a national knowledge center with global influence, this implementation plan is formulated.

1、 Building an Important Engine for the International Science and Technology Innovation Center in the Guangdong Hong Kong Macao Greater Bay Area

(1) Building a major platform for technological innovation. High standard planning and construction of large scientific devices, pilot application areas and science and education innovation zones in the Knowledge City, support the construction of achievement transformation bases for national major strategic platforms in the field of respiratory disease prevention and control, promote the construction of high-level research institute clusters with the Chinese Academy of Sciences and other units, accelerate the construction of the National Technology Innovation Center in the Guangdong Hong Kong Macao Greater Bay Area, accelerate the construction of the third generation semiconductor innovation center in Guangzhou, vigorously promote the construction of the China Singapore International Joint Research Institute, and research and promote the construction of comprehensive materials science research centers in cooperation with Nanyang Technological University in Singapore and other institutions. (2) Improve the system and mechanism of scientific and technological innovation. Explore and promote the joint establishment of high-value patent cultivation, layout, and operation centers among higher education institutions, research institutes, and enterprises in the knowledge city. Get support from the World Intellectual Property Organization and the China National Intellectual Property Administration to build a number of technology and innovation support centers (TISC) in the Knowledge City. Explore the reform of "comprehensive authorization", fully authorize or entrust knowledge cities to exercise provincial management authority in accordance with the law in a list form, except for matters that require provincial overall management, and strive to create pilot projects related to national level business environment reform. Pilot comprehensive licensing reform in the knowledge city, integrating multiple approval matters related to industry access into one comprehensive license. Continue to deepen the exploration of the "three old" transformation reform in the province, make another batch of breakthrough progress, and form a batch of replicable and promotable institutional achievements. Support the pilot implementation of administrative rulings for the relocation, compensation, and resettlement of renovated houses in old villages. Implement the "Building Famous Schools and Attracting Famous Teachers" project to support South China Normal University Affiliated Middle School (Knowledge City Campus), Guangzhou Experimental Middle School, and others in expanding enrollment autonomy. (21) Strengthen organizational leadership. Under the guidance of the China Singapore Guangzhou Knowledge City Joint Working Committee, we actively coordinate with the inter ministerial coordination mechanism led by the Ministry of Commerce, fully leverage the role of the China Singapore Guangzhou Knowledge City Joint Implementation Committee and the Singapore Guangdong Cooperation Council, and study and implement major policies and key issues to promote the development of the knowledge city. The Provincial Department of Commerce should strengthen guidance and coordination on promoting the construction of a knowledge city in Guangzhou. Relevant units in the province should conscientiously promote implementation according to their respective responsibilities and actively create conditions for the development of the knowledge city construction. Guangzhou city should effectively fulfill its main responsibility, rely on the Guangzhou Zhongxin Guangzhou Knowledge City Construction Work Leading Group to establish a working mechanism of up and down linkage, and ensure that all work tasks are solidly and orderly promoted.
