Implementation Plan for the Overall Development Plan of China Singapore Guangzhou Knowledge City (2020-2035)

In order to implement the spirit of the State Council's reply on the overall development plan of the China Singapore Guangzhou Knowledge City (2020-2035) (Guohan [2020] No. 119), ensure the implementation of various goals and tasks in the overall development plan of the China Singapore Guangzhou Knowledge City (2020-2035), and promote the construction of the China Singapore Guangzhou Knowledge City (hereinafter referred to as the Knowledge City) into a national knowledge center with global influence, this implementation plan is formulated.

1、 Building an Important Engine for the International Science and Technology Innovation Center in the Guangdong Hong Kong Macao Greater Bay Area

（1） Building a major platform for technological innovation. High standard planning and construction of large scientific devices, pilot application areas and science and education innovation zones in the Knowledge City, support the construction of achievement transformation bases for national major strategic platforms in the field of respiratory disease prevention and control, promote the construction of high-level research institute clusters with the Chinese Academy of Sciences and other units, accelerate the construction of the National Technology Innovation Center in the Guangdong Hong Kong Macao Greater Bay Area, accelerate the construction of the third generation semiconductor innovation center in Guangzhou, vigorously promote the construction of the China Singapore International Joint Research Institute, and research and promote the construction of comprehensive materials science research centers in cooperation with Nanyang Technological University in Singapore and other institutions. Accelerate the layout of major scientific facilities such as aviation tires to provide support for enhancing the basic research capabilities of the knowledge city. (The Provincial Department of Science and Technology, the Development and Reform Commission, and the Guangzhou Municipal People's Government are responsible for implementation. The following are all responsibilities of the Guangzhou Municipal People's Government and will not be listed again.)

（2） Improve the system and mechanism of scientific and technological innovation. Innovative research and development achievement transformation mechanism, exploring the granting of ownership or long-term use rights, achievement evaluation, and profit distribution of scientific and technological achievements to scientific researchers, and establishing a mechanism for the transfer and profit distribution of patent rights for government funded scientific and technological achievements to inventors or designers, small and medium-sized enterprises. Implement a government funded project team leader full responsibility system, granting strategic scientists and top industry talents the right to use human rights, financial rights, property rights, technology route decision-making power, and internal organizational settings. Support the flexible flow of scientific researchers and innovative talents in both directions, allowing provincial universities and research institutes to allow scientific researchers to work part-time or on secondment in the knowledge city according to regulations, and bring scientific research projects and achievements to the knowledge city to start enterprises on the job or leave for innovation and entrepreneurship. （3） Accelerate the optimization of the technological innovation ecosystem. Coordinate the provincial special funds for science and technology and talent, and support the innovation activities of knowledge city innovation entities. Support research institutes and leading enterprises to establish professional technology enterprise incubators and accelerators in the knowledge city, and recommend suitable national and provincial incubation carriers. Promote the deep integration of industry, academia, and research, and encourage enterprises to increase research and development investment as the main body. By 2025, research and development (R&D) funding will account for over 6% of the regional GDP. （4） Strengthen financial services for technological innovation. Establish and improve the technology finance system, and vigorously develop venture capital. Encourage various financial institutions to establish a green channel for collaborative services for the listing of knowledge city enterprises, and provide customized credit service plans. Support the establishment of equity investment and venture capital funds in the Knowledge City through government investment funds, promote the establishment of venture capital and venture capital projects such as the Master Fund for Achievement Transformation of the Chinese Academy of Sciences in the Knowledge City, introduce management measures for angel investment guidance funds, and encourage venture capital institutions such as angel investment and venture capital to conduct business in the Knowledge City. Support eligible commercial banks to establish branch offices in the knowledge city to serve technological innovation, and encourage insurance institutions to invest in science and technology innovation investment funds or enterprises in the knowledge city in accordance with the law and regulations. Promote the establishment of small and medium-sized technology enterprise first loan renewal centers in the knowledge city, and support enterprises to renew loans without repayment of principal. Improve the function of the Knowledge City as a financial innovation service supermarket for private technology-based small and medium-sized enterprises, and build a leading innovation and entrepreneurship investment center in the country. 2、 Building a world-class knowledge intensive industrial system

（5） Vigorously develop knowledge intensive industries. Building a high-end and cutting-edge biopharmaceutical and health industry chain. Support the establishment of a national drug safety evaluation platform with fully capable GLP laboratories and high-level biosafety laboratories, and promote the construction of a national air purification product quality supervision and inspection center. Promote the use of progressiveness drugs and medical devices that are urgently needed clinically and listed in Hong Kong and Macao in medical institutions designated by Knowledge City after approval. Building an innovative and empowered integrated circuit industry chain. Promote the construction of national level integrated circuit industrial parks and intelligent sensor industrial bases, gather projects in chip design, manufacturing, materials, equipment, and supporting industries, and support Guangdong Province's semiconductor and integrated circuit industry investment funds and public service platforms to settle in the knowledge city. Set up service windows in the knowledge city to strive for acceptance and review of integrated circuit layout design registration business. Building a new energy intelligent vehicle industry chain for integrated development. To expand and strengthen industries such as intelligent automobile manufacturing and key components, intelligent vehicle networking services, and intelligent vehicle operation platforms, and strive to prioritize the inclusion of eligible new energy intelligent vehicles in the national recommended directory for promotion and application. （6） Improve the service system for knowledge intensive industries. Plan and construct the Knowledge City Financial Cloud Valley and China Venture Capital Knowledge City Building, promote the establishment of the Asian Financial Innovation Research Institute, create a cluster of financial technology services, and promote the positive interaction between industry, technology, and finance. Concentrate on developing productive service industries such as industrial design, modern logistics, and intellectual property, and focus on developing professional service industries such as trade agency, law, and accounting. Accelerate the development of the digital economy, create a highland for data element circulation, study and establish a comprehensive big data pilot zone in the Guangdong Hong Kong Macao Greater Bay Area, and explore the cross-border, cross regional, and cross level integration and application of data resources. We will promote the construction of international digital hubs and industrial Internet identity resolution top-level nodes, and build a national digital economy demonstration zone. （7） Promote the coordinated and linked development of regional industries. Promote the coordinated and high-quality development of the Knowledge City with surrounding areas such as Zhongluotan Town in Baiyun District, Taiping Town in Conghua District, Zhongxin Town in Zengcheng District, and Huadong Town in Huadu District, jointly explore institutional and mechanism reform and innovation, policy replication and promotion, and create an expansion zone for the Knowledge City. Accelerate the development and construction of the Guangqing Special Economic Cooperation Zone, deepen strategic cooperation with Dongguan Water Township Special Development Economic Zone, Hengqin Guangdong Macao Deep Cooperation Zone and other regions, and promote the formation of a new pattern of regional development that resonates with the same frequency and is open and shared. Comprehensively deepen the cooperation between the Knowledge City and the Shenzhen Qianhai Shenzhen Hong Kong Modern Service Industry Cooperation Zone, Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone and other regions, strengthen scientific and technological mutual learning, industrial co prosperity, and institutional co creation, create a leading area for the Guangzhou Shenzhen "dual city linkage", and serve the construction of the province's "One Core, One Belt, One Zone". （8） Build the best application area for intellectual property rights. Rely on the Patent Examination Cooperation Center of the Patent Office of the China National Intellectual Property Administration to promote the opening of a green channel for priority patent examination in the Knowledge City. Explore and promote the joint establishment of high-value patent cultivation, layout, and operation centers among higher education institutions, research institutes, and enterprises in the knowledge city. Get support from the World Intellectual Property Organization and the China National Intellectual Property Administration to build a number of technology and innovation support centers (TISC) in the Knowledge City. Support the application for upgrading Guangzhou Intellectual Property Trading Center to a National Intellectual Property Trading Center. Support the establishment of national intellectual property training bases in the knowledge city. Encourage overseas enterprises to carry out intellectual property pledge financing in the knowledge city. Deepen the pilot program of intellectual property securitization and promote the trial implementation of treating intellectual property licensing in securitization products as financing behavior in tax management. （9） Create the strictest intellectual property protection zone. Give full play to the role of Guangzhou Intellectual Property Court and strengthen judicial protection of intellectual property. Establish a linkage mechanism with the reexamination and invalidation hearing department of the Patent Office of the China National Intellectual Property Administration for consultation on infringement and invalidation confirmation. Explore the implementation of a system for transferring the burden of proof in some intellectual property cases. Support the establishment of a cross-border e-commerce intellectual property protection mechanism. Promote the pilot work of centralized jurisdiction over intellectual property criminal cases by the Huangpu District Procuratorate and courts in Guangzhou. Strengthen the construction of credit supervision system in the field of intellectual property rights. Establish a knowledge city overseas intellectual property risk warning and rapid response mechanism. Strengthen the construction of arbitration institutions and mediation organizations, encourage well-known commercial dispute resolution institutions in Singapore, Hong Kong, Macau and other places to settle in the Knowledge City, and provide temporary intellectual property arbitration services. （10） Build the optimal service area for intellectual property rights. High standard construction of intellectual property service parks, China Singapore International Intellectual Property Innovation Service Center, National Intellectual Property Cultural Communication Base, Intellectual Property Museum, Peking University Guangdong Hong Kong Macao Greater Bay Area Intellectual Property Development Research Institute and other exchange service platforms. We will strive for the support of the China National Intellectual Property Administration to carry out a pilot opening up in the field of patent agency in the Knowledge City. Encourage foreign patent agencies to establish permanent representative offices in the knowledge city. Support intellectual property professionals with practicing qualifications in Singapore, Hong Kong, and Macau to provide professional services in the Knowledge City. Promote the application for upgrading the Guangdong Hong Kong Macao Greater Bay Area Intellectual Property Trading Expo to a national level exhibition. Support the establishment of intellectual property business schools in the knowledge city, implement academic education, and cultivate international high-end talents who integrate intellectual property and business. 4、 Building a high-level new platform for opening up to the outside world

（11） Deepen all-round cooperation between China and Singapore. Promote comprehensive cooperation with Singapore in areas such as technological innovation, industrial development, intellectual property, financial services, talent cultivation, and urban governance. Building a high starting point China Singapore International Science and Technology Innovation Cooperation Demonstration Zone, accelerating the construction of collaborative innovation platforms such as the Guangzhou Innovation Research Institute of the National University of Singapore and the China Singapore International Joint Research Institute, and promoting the construction of Singapore Intellectual Property College in the knowledge city. Jointly build the China Singapore Guangzhou Knowledge City Think Tank, upgrade the China Singapore Knowledge Forum, and create an international high-end strategic dialogue platform in the field of knowledge. Support financial institutions in Singapore to settle in the Knowledge City, promote the establishment of representative offices by the Singapore Exchange in the Knowledge City, and support the establishment of Sino Singapore joint venture insurance companies. （12） Deepen the coordinated development with Hong Kong and Macao. Promote the construction of collaborative projects such as the Guangdong Hong Kong Macao Greater Bay Area Collaborative Innovation Research Institute, the Guangdong Hong Kong Macao and Overseas Academician Expert Innovation and Entrepreneurship Alliance, the Guangdong Hong Kong Macao Greater Bay Area Sustainable Finance Center, and the Macao Youth Innovation Tribe, to create a future industrial incubation center, technology achievement transformation center, and youth innovation and entrepreneurship center in the Greater Bay Area. Carry out pilot cooperation with Hong Kong and Macao in the fields of talent cultivation, mutual recognition of qualifications, and standard formulation in service trade. We will implement a "one-stop, zero cost, and intelligent" business registration system for enterprises in the Knowledge City, and promote the full process of electronic registration for cross-border business investments in Guangdong, Hong Kong, and Macao, as well as the mutual recognition of electronic signature certificates and the sharing of information on cross-border notarized documents. Support the trial implementation of the Hong Kong and Macao engineering construction management model. Support Knowledge City to carry out cross-border helicopter services in the Guangdong Hong Kong Macao Greater Bay Area. （13） Expand international cooperation space. Support the replication and promotion of pilot reforms in free trade pilot zones in the knowledge city. Support Knowledge City to take the lead in replicating and promoting a number of reform and innovation experimental results with strong systematic integration, good effects, and controllable risks in Hainan Free Trade Port, Hengqin Guangdong Macao Deep Cooperation Zone, and Shenzhen Qianhai Shenzhen Hong Kong Modern Service Industry Cooperation Zone, and apply for the establishment of a special comprehensive bonded zone. Do a good job in opening free trade (FT) accounts for science and technology innovation enterprises in the knowledge city, and explore financial institutions to carry out cross-border asset transfer business. Encourage qualified foreign financial institutions to initiate the establishment of securities companies and fund management companies in accordance with the law in the Knowledge City. Promote knowledge city enterprises to actively participate in the construction of China Saudi Arabia Jizan Economic City, China Israel Robot and Intelligent Manufacturing Industry Base. 5、 Creating an international first-class business environment

（14） Innovate business environment policies and services. Create a leading area for institutional innovation in the Guangdong Hong Kong Macao Greater Bay Area, and timely institutionalize the achievements of business environment reform. Explore the reform of "comprehensive authorization", fully authorize or entrust knowledge cities to exercise provincial management authority in accordance with the law in a list form, except for matters that require provincial overall management, and strive to create pilot projects related to national level business environment reform. Pilot comprehensive licensing reform in the knowledge city, integrating multiple approval matters related to industry access into one comprehensive license. Promote the approval system of relevant departments in the province to open interfaces to the big data platform for approval and supervision in the Knowledge City (Huangpu District), and allow some approval matters to be optimized and adjusted on the district platform, achieving "one system, one process" completion of approval. Research and expand the depth and breadth of information exchange and sharing between tax credit information and the credit platform of the Knowledge City (Huangpu District), strengthen the ability of credit to serve the development of the real economy, and create a new highland of national first-class credit construction services for the development of the real economy. In the future, if the policies issued by the province provide better support for enterprises and talents than the relevant provisions of this plan, the knowledge city will promote and apply them in accordance with the principle of "policy priority" and relevant regulations. （15） Building an international talent free port. Establish a sound system and mechanism for attracting and cultivating international talents, establish overseas talent workstations in the knowledge city, and achieve precise and efficient talent attraction. Support the inclusion of the knowledge city as a provincial-level talent development and reform pilot zone, and promote major talent management reform measures and innovative policies in the province to take the lead in the knowledge city. Establish flexible and efficient talent utilization and incentive mechanisms, and explore the establishment of special positions for eligible enterprises and institutions to introduce high-level talents. Exploring foreign talents who have obtained permanent residency qualifications to enjoy national treatment in establishing technology-based enterprises in Knowledge City, leading the undertaking of National Science and Technology Plan projects in Knowledge City, and serving as the legal representative or person in charge of new research and development institutions in Knowledge City. Actively exploring pilot policies such as free flow of talents, exploring the development of standards for identifying highly skilled and scarce foreign talents, and providing R visas and entry and exit convenience for eligible foreign personnel. According to the procedure, grant the authority to review and issue confirmation letters for foreign high-end talents in the Knowledge City, as well as the authority to recognize high-level talents from foreign countries, Hong Kong, Macao, and Taiwan. Foreign chief experts and technology leaders introduced by the Knowledge City can apply for permanent residency in China after being recognized. Implement import duty-free preferential policies for scientific research, teaching materials, and personal use materials brought in by qualified high-level talents and included in the list. Financial incentives can be given to high-end and scarce talents who meet the development needs of knowledge intensive industries. （16） Carry out pilot projects for comprehensive reform of natural resource management. Prepare the national spatial plan and related special plans for the knowledge city, and submit them for approval in accordance with legal procedures. Explore policies and management mechanisms for mixed use of land in the secondary and tertiary industries. Continue to deepen the exploration of the "three old" transformation reform in the province, make another batch of breakthrough progress, and form a batch of replicable and promotable institutional achievements. Support the pilot implementation of administrative rulings for the relocation, compensation, and resettlement of renovated houses in old villages. Pay attention to strengthening the inheritance of historical context and the protection of cultural heritage in the "three old" renovation. （17） Further optimize financial and tax policies. After the expiration of the provincial special subsidy policy for knowledge cities, it will be extended for three years and improved. Support the inclusion of new research and development institutions at all levels that have been recognized as eligible in the national import of scientific research equipment under tax exemption. Support the pilot establishment of Real Estate Investment Trusts (REITs) in the field of infrastructure in the knowledge city. Support the application of local government bonds for eligible projects in the Knowledge City, and timely organize the issuance and fundraising of bond funds for projects that have been included in the issuance scope of the Knowledge City. Actively seek investment support from the central budget for major livelihood, connectivity, and technological infrastructure projects in the knowledge city. 6、 Building a green, intelligent, and innovative urban area

（18） Build a convenient and efficient transportation network. Building a multimodal passenger transportation hub system, constructing a multi-level rail transit system connecting Guangzhou Baiyun International Airport, Guangzhou East Railway Station, Guangzhou East Transportation Hub, and Guangzhou South Station in a knowledge city, planning and constructing the Guanghe High Speed Railway, and building a high-speed railway network with the Guangzhou Zhuhai (Macau) High Speed Railway to support high-quality regional development. Deepen the feasibility study of the Zhaoqing Focong intercity rail project. Support the planning and construction of the knowledge city tram network. Improve the level of intelligent transportation services in the knowledge city, take the lead in building a vehicle road collaboration system for autonomous driving, authorize the knowledge city to organize the acceptance and review of applications for road opening and license plate issuance required for conducting intelligent connected vehicle road testing within its jurisdiction, and carry out commercial trial operation pilot projects for intelligent connected vehicles. （19） Improve the supply of livelihood services. Accelerate the construction of high-level hospitals such as the Southern Hospital of the Knowledge City, promote the construction of relevant specialized hospitals and community health service centers, and build a high-quality 15 minute medical service circle. Support domestic and foreign universities such as the University of Chinese Academy of Social Sciences and Xi'an University of Electronic Science and Technology to establish research institutes and graduate schools in the knowledge city. Implement the "Building Famous Schools and Attracting Famous Teachers" project to support South China Normal University Affiliated Middle School (Knowledge City Campus), Guangzhou Experimental Middle School, and others in expanding enrollment autonomy. Strengthen the integration of industry and city, build a three-level living circle consisting of community centers, neighborhood centers, and neighborhood centers with complete functions and services, create high-end and characteristic commercial districts in the Fengxia and Xinlong districts, and do a good job in supporting the catering and other lifestyle service industries. Accelerate the construction and improvement of a multi-level housing security system. Promote the upgrading of "digital government" functions, accelerate the collection and integration of various basic and business data, and create an integrated smart government cloud platform. （20） Build ecological and livable urban living rooms. Adhere to the principle that green mountains and clear waters are as valuable as gold and silver, comprehensively build ecological landscape projects centered around Jiulong Lake, Phoenix Lake, and Baili Flower Corridor, build "sponge cities" with high standards, build the Guangdong Hong Kong Macao Ecological Environment Science Center, and build a national ecological civilization construction demonstration zone. Strive to be a demonstration in promoting carbon peak and carbon neutrality. Support the construction of regional smart energy management centers in the knowledge city based on its own characteristics, carry out pilot projects for incremental power distribution reform, cancel temporary electricity fees for enterprises, and achieve intelligent, networked, and visual management of resources and energy such as water, electricity, gas, and heat. Promote prefabricated and recyclable building methods to achieve full coverage of green buildings. 7、 Strengthen security measures

（21） Strengthen organizational leadership. Under the guidance of the China Singapore Guangzhou Knowledge City Joint Working Committee, we actively coordinate with the inter ministerial coordination mechanism led by the Ministry of Commerce, fully leverage the role of the China Singapore Guangzhou Knowledge City Joint Implementation Committee and the Singapore Guangdong Cooperation Council, and study and implement major policies and key issues to promote the development of the knowledge city. The Provincial Department of Commerce should strengthen guidance and coordination on promoting the construction of a knowledge city in Guangzhou. Relevant units in the province should conscientiously promote implementation according to their respective responsibilities and actively create conditions for the development of the knowledge city construction. Guangzhou city should effectively fulfill its main responsibility, rely on the Guangzhou Zhongxin Guangzhou Knowledge City Construction Work Leading Group to establish a working mechanism of up and down linkage, and ensure that all work tasks are solidly and orderly promoted. (Relevant provincial units are responsible according to their respective responsibilities)

（22） Strengthen institutional guarantees. Support the Knowledge City Management Committee to undertake and exercise corresponding provincial management authority within the scope of the Knowledge City, grant the Knowledge City greater autonomy in personnel management and other aspects according to procedures, increase training efforts, and improve the quality of the cadre team. Improve the legislation of China Singapore Guangzhou Knowledge City and provide legal guarantees for the high-quality development of the city. If it involves adjusting the local regulations and provisions of the province, it shall be reported to the provincial people's government for research and submitted to the Standing Committee of the Provincial People's Congress for a decision in accordance with legal procedures.
